REPSE renewal: when to file and what the STPS reviews
A REPSE registration is valid for three years, and the renewal application is filed in the three calendar months before the month in which it expires: a registration granted in June 2021 was renewed from March to May 2024. A registration that expires without being renewed takes the company out of the public registry, with everything that implies for the company and for its clients.
The legal basis, in two parts
- The Federal Labor Law (Ley Federal del Trabajo, LFT, article 15, in Spanish): "El registro a que hace mención este artículo deberá ser renovado cada tres años" (the registration referred to in this article must be renewed every three years). The REPSE Acuerdo, the STPS's general provisions for the registry (DOF, May 24, 2021, in Spanish), article 13, sets the three-year validity.
- The same Acuerdo, article 16, sets the deadline: renewal is started within the three months before the expiry date, on the registry's own platform. The amendment to the Acuerdo (DOF, February 21, 2024, in Spanish) adds the month-by-month renewal calendar and the platform's "Renovación de Registro" (Registration renewal) module.
The practical calendar
- Four months before expiry: find your exact expiry date in the public registry (the registration notice does not print the expiry date, and the three years run from your entry in the registry without an update restarting them, under the DOF amendment of February 21, 2024) and schedule the renewal. The window opens three months before the month of expiry and closes at the end of the month before it; reaching it with your file ready is the difference between a routine filing and a crisis.
- Before you log in to the platform: put in order what the STPS reviews. The Acuerdo empowers it to refuse a registration or its renewal when the company is not up to date with its tax and social-security obligations to the SAT, the IMSS and Infonavit, or does not meet its requirements (article 14); cancelling a registration already granted is possible, among other grounds, for debts under final assessments (créditos firmes) owed to those same authorities (article 15). In practice that means positive compliance opinions (opiniones de cumplimiento, CFF art. 32-D) from all three, and a corporate purpose that supports the registered activity.
- Within the three-month window: file the application with your e.firma (Mexico's advanced electronic signature) at repse.stps.gob.mx. Note: the "Renovación de Registro" module is only enabled during the three months that the Acuerdo's calendar (DOF, February 21, 2024) assigns according to the month of your registration, and it is disabled automatically once they have passed; missing the window causes the registration to be cancelled (article 15, item g). - When you receive the new notice: give it to your clients without waiting to be asked: the Acuerdo (article 18, second paragraph) requires the provider to inform those who receive its services of the renewal. Every client that pays for specialized services must verify your registration when it pays (Income Tax Law, LISR art. 27, section V), and the new notice is what lets it find you in the registry and document that verification.
What changed in 2026, and what did not
The STPS procedure simplification Acuerdo (DOF, June 9, 2026, in Spanish), in force since June 10, 2026, does not amend the law or the REPSE Acuerdos: it applies on top of them. For the registration it changed three things:
- A single procedure. Registration, renewal and cancellation are merged into one procedure with the official code STPS-086-002 (article 2).
- Fewer documents for companies with up to ten workers. They submit the online form and, depending on the case, the RFC registration certificate (individuals) or the articles of incorporation with the current corporate purpose (legal entities). Those with more than ten still submit the previous requirements, except the proof of address (articles 1 and 3).
- A shorter STPS response time. The resolution time goes from 20 working days (días hábiles, counted on the applicable Mexican calendar) to 5 for those with up to ten workers and to 15 for those with more (article 5).
What did not change: the three-year validity, the renewal window in the three calendar months before the month of expiry, and its calendar by month of registration. Nor does the Acuerdo touch article 15 of the LFT, which gives the STPS twenty days to rule and, if it does not, allows the applicant to formally request (requerir) a decision within the following three days; if that period passes without a decision, the registration is deemed made. The Acuerdo itself gives the STPS up to one year to bring its other instruments into line (fourth transitional article), so the REPSE Acuerdo still says "20 días hábiles" (20 working days).
Our advice, which is not a rule of law: if the STPS has not answered after 20 working days, that is the time to consider the formal request, even if your company is one that should get an answer in 5 or in 15. In practice, clients want the notice in hand; a registration deemed made because the authority stayed silent is hard to show.
What happens if the registration expires
- The company drops out of the public registry, and the registry is what its clients check before paying.
- Providing specialized services without a registration exposes the company to the fine in article 1004-C of the LFT, 2,000 to 50,000 UMA (the Mexican unit of measure used for fines). The details are in the penalties guide.
- The payments it receives are no longer deductible for its clients (Federal Tax Code, CFF art. 15-D), which in practice freezes the business relationship until the registration is restored.
For clients: your providers' registration expiry is a date you can read today in the registry. When a provider's renewal window opens (three months before its expiry month) and it has not shown you its application, that is the time to ask: by the expiry month the window has already closed.
