REPSE in numbers

How many businesses are on Mexico's public registry of specialized-service providers, where they are and what they do, from the official figures of the Ministry of Labor (STPS) and the Federal Audit Office (Auditoría Superior de la Federación, ASF).

Size of the REPSE registry, 2021 to 2026 Eight official figures that do not count the same thing, so they do not form a single series: 86,175 providers registered since May 2021 (cumulative, STPS, December 2021); 116,261 companies in the registry (STPS, June 2022); 131,740 registered contractors (ASF, December 2022); 143,197 companies registered (STPS, June 2023); 156,932 registered contractors (ASF, December 2023); 152,104 that have registered (cumulative, STPS, June 2024); 147,075 registered contractors (ASF, December 2024); and 156,717 active (STPS, June 2026). STPS reports, mid-year ASF audit, year-end Each bar counts a different population (cumulative registrations, contractors registered at the cut-off date, or active registrations); the table below says which is which. This is not a single series.

As of June 30, 2026, there were 156,717 individuals and legal entities (personas físicas y morales) active on the REPSE registry, according to Mexico's Ministry of Labor and Social Welfare (Secretaría del Trabajo y Previsión Social, STPS). This page brings together the official figures published since 2021 on the Registry of Providers of Specialized Services or Specialized Works (Registro de Prestadoras de Servicios Especializados u Obras Especializadas, REPSE), each with its date and its source. The STPS does not publish the registry as a data file, so everything here comes from its reports and from the audit of the registry carried out by the Federal Audit Office (Auditoría Superior de la Federación, ASF). All sources are in Spanish.

The figures do not form a single series. The STPS reports are cut at mid-year and sometimes count registrations granted since 2021, not current registrations; the ASF cuts at the close of each reporting period and counts the contractors registered at that moment. That is why the registry appears to fall from 156,932 to 147,075 between 2023 and 2024: in 2024 the first three-year registrations expired, and half of those due to renew did not. The third column follows each document's wording, with the original Spanish term in italics, so the figures can be compared with care.

Where they are: distribution by state

As of December 31, 2024, four states accounted for 44.9% of the 147,075 registered contractors. The rest of the country accounted for 80,992 (55.1%).

Registered contractors by state, December 31, 2024. ASF, audit 2024-0397, p. 5, using data the STPS supplied to the audit.

Mexico City23,85316.2%
State of Mexico15,98110.9%
Nuevo León14,87210.1%
Jalisco11,3777.7%

The ranking has held. In 2023 the STPS's 5º Informe de Labores already named Mexico City, the State of Mexico, Nuevo León, Jalisco and Querétaro as the states with the most registrations. The audit does not publish the breakdown for the other 28 states.

Who they are: size and type of taxpayer

The registry is made up mostly of small businesses (ASF, audit 2024-0397, p. 5).

70.1%

  • 70.1% 1 to 10 workers
  • 20.9% 11 to 50
  • 4.1% 51 to 100
  • 4.9% 101 or more

61.4%

are legal entities (personas morales), and they account for 92.4% of the registered workers

  • 61.4% legal entities (90,265)
  • 38.6% individuals (personas físicas) (56,810)

The ASF itself cautions that the workers recorded on the registry are those declared under the specialized-subcontracting regime and were not necessarily active in the period reviewed.

What they do: registered activities

In 2024 the registry covered 97 economic activities. Construction, counting both civil works and specialized construction work, is the largest sector. Other activities account for 40,277 contractors (27.4%).

Applications, refusals and renewals

of the 43,792 registration applications in 2024 were refused

  • 19.8% refused (8,663)
  • 80.2% accepted (35,129)

In 2022, 11,981 of 42,986 had been refused (ASF, p. 6).

50.1%

of those due to renew in 2024 did not file the renewal

  • 50.1% did not renew (45,378)
  • 49.9% renewed (45,155)

The STPS sent 90,974 invitations and had an outcome for 90,533 contractors (ASF, p. 10).

A registration expires after three years (Federal Labor Law (Ley Federal del Trabajo, LFT), Article 15, in Spanish), and 2024 was the first year of expiries. As of June 30, 2026, the STPS reports 53,600 registrations renewed and 30,853 cancelled for not renewing in time (Avance y Resultados 2025-2026, PDF p. 16). When to file and what the authority reviews are covered in the renewal guide.

Cancellations

45,410

registrations cancelled by the STPS in 2024 (ASF, p. 24)

  • 64.1% through the renewal process (29,130)
  • 35.7% for final, enforceable tax or social-security debts (créditos firmes) (16,193)
  • 0.2% following an STPS inspection or audit action (acto de fiscalización) (87)

The debts are detected through the exchange of information with the IMSS and the Infonavit. Earlier, in March 2023, the STPS had sent notices to 35,112 contractors with non-compliance indicators and cancelled the registrations of the 17,603 that remained non-compliant (6º Informe de Labores, PDF p. 65).

For the client, the practical consequence is that a registration that is current today may not be current next month. That is why verifying the provider is repeated and the result is kept with its date.

ICSOE and SISUB reports: seven in ten do not file them

A registered provider must report its contracts every four months to the IMSS (ICSOE) and to the Infonavit (SISUB). The ASF measured how many registered contractors failed to do so in 2024.

Registered contractors that did not file the report, by reporting period of 2024. ASF, audit 2024-0397, pp. 16 and 17.
Report and periodProportionDid not file
ICSOE (IMSS), first68.0%
ICSOE (IMSS), second68.4%
ICSOE (IMSS), third70.4%
SISUB (Infonavit), first68.9%
SISUB (Infonavit), second68.7%
SISUB (Infonavit), third72.2%

In September–December 2024, 43,603 contractors filed reports in the ICSOE and 40,943 in the SISUB (ASF, p. 12). The deadlines and what each report requires are in the ICSOE and SISUB calendar.

Why there is no registry file

Article 15 of the Federal Labor Law requires the registry to be public and available on an internet portal. The portal repse.stps.gob.mx (in Spanish) lets you look up one company at a time, by REPSE registration number (folio), Mexican tax ID (RFC) or registered legal name (razón social), and offers no download. The STPS has answered freedom-of-information requests for the complete database by referring to that one-at-a-time lookup. The INAI, the federal transparency authority, overturned that answer in two review appeals, RRA 790/22 (March 2022) and RRA 4913/24 (May 2024), and ordered the STPS to hand over “el padrón que alimenta a la plataforma” (the registry that feeds the platform) and “el registro consolidado de las personas inscritas en el REPSE” (the consolidated register of those enrolled in the REPSE). In both cases the information was made available to the appellant, not to the public. The rulings can be looked up by case number in the search engine of the Plataforma Nacional de Transparencia (National Transparency Platform), in Spanish.
